Job Summary:

The Senior Program Manager, Organizational Change & Transformation, will lead a significant organizational transformation from a project-based delivery model to a product-based operating model. This role involves strategic leadership in planning, execution, governance, communication, and adoption of change management initiatives to enhance organizational agility, delivery effectiveness, and alignment with enterprise standards. The position requires collaboration with executives, managers, staff, and ministry partners to ensure successful transition and sustained adoption of the new operating model.
Responsibilities:

  • Lead end-to-end organizational change and transformation program supporting the transition to a Product-Based Delivery Model.
  • Develop and maintain integrated transformation plans, roadmaps, milestones, dependencies, risks, and success measures.
  • Establish governance structures, reporting mechanisms, and executive decision-support materials.
  • Coordinate activities across business, technology, HR, communications, and ministry partner workstreams.
  • Provide strategic advice to executives on organizational readiness, transformation risks, and mitigation strategies.
  • Develop and execute comprehensive change management strategies and plans.
  • Conduct stakeholder impact and readiness assessments; identify risks, resistance points, and adoption barriers.
  • Design and implement change interventions to support behavioral and cultural transformation.
  • Establish change champion and leadership engagement programs.
  • Lead communication and stakeholder engagement strategies including workshops, town halls, and consultations.
  • Support future-state operating model development, including roles, governance, and service delivery models.
  • Develop organizational readiness frameworks, coordinate training, onboarding, and transition planning.
  • Monitor change effectiveness and organizational performance; establish continuous improvement mechanisms.
  • Prepare executive communications, progress reports, dashboards, and benefits realization frameworks.
  • Manage secretariat functions to enable program oversight from executive leadership teams and committees.

Required Skills & Certifications:

  • Proven leadership in complex organizational transformation and enterprise-wide change management initiatives.
  • Knowledge and application of industry-standard change management frameworks and methodologies.
  • Experience conducting stakeholder analysis, impact assessments, readiness assessments, and change planning.
  • Demonstrated success in driving organizational adoption and culture change.
  • Experience establishing change governance and performance measurement frameworks.
  • Strong strategic communications and stakeholder engagement skills, including executive-level presentations and facilitation.
  • Experience managing multi-workstream transformation programs and complex multi-stakeholder environments.
  • Experience working within public sector environments with governance, approvals, accountability, and labour relations knowledge.
  • Ability to develop KPIs, adoption metrics, readiness measures, and benefits realization frameworks.
  • Proficiency with tools such as Azure DevOps, Microsoft 365, Power BI, SharePoint, and project portfolio management tools.

Preferred Skills & Certifications:

  • Familiarity with Government of Ontario, GovTechON, Common Cluster Operating Model (CCOM), and product-based delivery principles.
  • Experience in organizational design, operating model transformation, and enterprise service delivery environments.
  • Strong facilitation, negotiation, and conflict resolution capabilities.
  • Experience developing executive dashboards, reporting packages, and governance materials.

Special Considerations:

  • Must be able to collaborate with multiple ministry partners and stakeholders.
  • Role involves managing competing priorities in a complex, multi-stakeholder environment.
  • Hybrid work model requiring 2-3 days onsite at specified office locations.

Scheduling:

  • Hybrid schedule with 2-3 days onsite per week.
  • Typical business hours with possible requirements to attend leadership sessions, workshops, and stakeholder consultations.
