Position Overview

The Client is seeking a Senior I&IT Project Manager to lead the discovery phase of a major enterprise modernization initiative spanning the EDU and MCURES portfolios.

The successful candidate will coordinate cross-ministry governance, strategic planning, stakeholder engagement, risk and issue management, and executive reporting. This role serves as the primary liaison between business partners, IT teams, and senior leadership to ensure alignment across all workstreams and the successful delivery of enterprise-wide I&IT initiatives.
Key Responsibilities

  • Lead project management activities throughout the project lifecycle, ensuring successful delivery within scope, budget, and timelines.
  • Coordinate cross-ministry governance and stakeholder engagement activities.
  • Manage project schedules, milestones, dependencies, risks, issues, and critical path activities.
  • Develop and maintain comprehensive project plans and status reports for executive leadership.
  • Lead and support Treasury Board/Management Board of Cabinet (TB/MBC) and Strategic Planning Process (SPP) submissions.
  • Coordinate procurement activities and support future Request for Bid (RFB) planning.
  • Prepare executive briefings, presentations, and governance materials.
  • Facilitate Executive Steering Committee, Director, and Working Group meetings, including agenda preparation, meeting minutes, and action item tracking.
  • Oversee project governance submissions and reporting through Planview and the I&IT Unified Project Management (UPM) Gateway process.
  • Lead organizational change management planning and implementation activities.
  • Support onboarding of projects into Planview in alignment with OPS Project Portfolio Management (PPM) standards.
  • Ensure compliance with the Ontario Public Service I&IT Project Methodology across all project phases, including:
  • Feasibility
  • Project Approval
  • Definition
  • Planning
  • Implementation
  • Close-Out
  • Coordinate system development activities across:
  • Requirements gathering, analysis, and design
  • Development, testing, and deployment
  • Post-implementation reviews and lessons learned

Required Qualifications

  • Minimum 5+ years of senior-level project management experience.
  • Proven experience managing large-scale enterprise I&IT projects.
  • Experience with applications related to annual funding allocation calculations.
  • Strong knowledge of project governance, risk management, and stakeholder management.
  • Expertise in change management principles and methodologies.
  • Experience managing project schedules, milestones, risks, issues, and deliverables.
  • Experience supporting:
  • Treasury Board/Management Board of Cabinet (TB/MBC) submissions
  • Strategic Planning Process (SPP) activities
  • Experience coordinating procurement activities.
  • Strong experience with Planview and project governance tracking.
  • Ability to prepare executive-level presentations, briefings, and reports.
  • Excellent communication and stakeholder management skills with the ability to engage executive leadership and cross-functional teams.
  • Demonstrated ability to anticipate and resolve issues while ensuring high-quality project delivery.

Nice-to-Have Qualifications

  • Previous experience within the comparable public sector organization.
  • Knowledge of Information Technology Standards (GO-ITS).
  • Experience designing and developing applications compliant with GO-ITS standards.
  • Understanding of ministry challenges related to data management and governance.
