Description:
The Systems Behind Every Employee's Journey
Are you ready to use your technology career to make a difference, the kind of difference that impacts every single person who works for this City?
The City of Fredericton is looking for a curious, driven, and detail-oriented IT Business Systems Analyst to join our Information Technology Division, with a dedicated focus on the technology that powers our Human Resources, Payroll, and Workforce operations. In this role, you will be the go-to technical administrator behind Oracle Fusion Human Capital Management (HCM), the system that touches every City employee from the moment they're recruited, through onboarding, performance and career development, time and pay, right through to retirement.
This is not a "keep the lights on" job. This role carries deep institutional knowledge of Oracle HCM administration, employee data integrations, and payroll-related interfaces that Human Resources, Payroll, Finance, and every City employee depend on daily. If you've ever wanted your day-to-day work to directly protect the accuracy, security, and reliability of the systems that pay people correctly and keep their data safe, this is your opportunity.
The right person for this role will feel a personal pull towards work that contributes to something bigger than themselves and improves the experience of every employee in the organization. They will take ownership of the systems in their care, bring positivity, curiosity, and determination to complex problems. They will handle sensitive information and confidential environments with maturity and discretion. The successful candidate will enjoy learning because the human resources technology landscape, and Oracle’s release cadence is always evolving, and so will you.
Qualifications:
We recognize that candidates bring diverse experiences and backgrounds. Applicants are encouraged to demonstrate how their qualifications meet the essential requirements of the position. Additional valued qualifications may strengthen an application but are not required.

Valuable — but we'll teach you what you don't already know:
We don't expect applicants to walk in the door already an Oracle HCM expert. What we're looking for is someone with strong systems analyst fundamentals, genuine curiosity about HR and workforce technology, and the personal drive to become excellent at supporting the systems that every employee, and every pay cheque, relies on. If you're that person, we'll invest in you.
