About the Job:

The Supervisor, Energy Geoscience (Supervisor) leads a team of professional geoscientists responsible for effectively regulating industry activities related to the development and management of oil and gas reservoirs while ensuring resource conservation and protection of correlative rights. The role provides operational and technical leadership for the Energy Geoscience program area and provides expert evaluations, recommendations, and technical advice to BCER leadership, industry, government, and external stakeholders.

The Supervisor provides geological leadership to support the continuous improvement of related legislation, regulations, and policies in response to evolving technologies and practices. The role analyses emerging plays, unconventional reservoirs, and new technologies, to assess regulatory impacts, develop appropriate strategies, and provide leadership on complex geological matters, including hydraulic fracturing, induced seismicity, and resource and reserves determinations.

Operating in a complex and continually evolving environment, the Supervisor balances resource conservation with responsible resource development to support the effective stewardship of BC’s oil and gas resources. The role provides authoritative geological guidance to industry on matters such as pool delineation and mapping, regulatory requirements on oil and gas well data gathering, and related sub surface matters, while fostering collaborative relationships that support effective regulatory outcomes.

The Supervisor provides advice to BCER executive on complex applications falling under the Commissioner’s authority, to develop recommendations for policy and legislation revisions. Working collaboratively with ministries, government agencies, and other jurisdictions, the role provides technical and regulatory advice with respect to policy development and revision and legislation impacting the oil and gas resource.

Responsibilities

Lead, coach, develop, and evaluate a team of professional geoscientists and technical staff by establishing work plans, performance expectations, development opportunities, and resource requirements to ensure effective delivery of the Energy Geoscience program.

Lead the planning, prioritization, and continuous improvement of the Energy Geoscience branch by identifying emerging priorities, allocating resources, monitoring performance, and implementing process improvements to support BCER’s strategic and operational objectives.

Provide expert geological interpretation by analyzing complex, highly interpretive subsurface geological and geophysical information to produce petroleum resource evaluations to delineate new hydrocarbon accumulations.

Oversee the BCER’s response to instances of induced seismicity and lead enhancements to the BCER’s induced seismicity oversight legislative framework.

Conduct specialized investigations and research into facets of petroleum geology including well log analysis, stratigraphy and flow test analysis.

Evaluate emerging play concepts and developing technologies such as coal bed methane, shale gas, and unconventional reservoirs to assess regulatory impacts, devise and implement solutions, and guide BCER’s approach to the issues associated with unconventional resource development.

Represent the BCER as the geological authority with industry, government, and external stakeholders on all matters pertaining to exploitation of the hydrocarbon resources.

Use expert knowledge and professional judgment to interpret, apply and administer the regulations governing the conservation objectives of the province’s hydrocarbon resource to optimize production rates, recoveries and revenues and to protect correlative rights of tenure holders.

Provide advice for amendments so that legislation and regulations reflect current and foreseeable provincial needs with respect to resource conservation.

Provide advice to BCER executive and the Commissioner on the appropriate terms of approvals for industry applications and conservation proposals.

Develop the BCER’s reserve determination requirements and procedures to ensure provincial estimates of oil and natural gas reserves are reliable, accurate, and comprehensive.

Qualifications

Education:

A bachelor’s degree from a recognized post-secondary institution in Geology, Earth Sciences or equivalent and twelve years of relevant experience; OR

A master’s degree from a recognized post-secondary institution in Geology, Earth Sciences or equivalent and ten years of relevant experience.

Incumbent must be a registered member in good standing, or be eligible to register, with the Engineers & Geoscientists of British Columbia (EGBC) as a Professional Geoscientist (P. Geo).

Experience:

Demonstrated experience in petroleum geology, hydrocarbon exploration, development, and/or regulation within the Western Canadian Sedimentary Basin, with preference given to those with BC experience.

Demonstrated experience preparing geological cross-sections and maps, including isopach, structure, and/or net pay, to support regulatory or operational decision-making.

Demonstrated experience in resource assessment, reserves determination, formation evaluation, and stratigraphic analysis.

Demonstrated experience applying petroleum geology principles, computerized log evaluation software, well evaluation techniques, and emerging technology to support technical analysis and regulatory decision-making.

Demonstrated experience interpreting and applying applicable legislation, regulations, technical standards, and policy, including, but not limited to, the Energy Resource Activities Act and Drilling and Production Regulation.

Demonstrated experience using map-based petroleum data management and analysis software such as, Accumap, and/or GeoScout.

Demonstrated experience applying current geological theory, technology, and industry best practices to the analysis and delineation of hydrocarbon reservoirs.

Demonstrated experience leading, coaching, and developing multi-disciplinary, professional technical teams in a complex regulatory or operational environment.

Demonstrated experience communicating complex technical information effectively across all levels of the organization and to a variety of stakeholders, ensuring alignment and clarity for technical and non-technical audiences through presentations, briefings, and providing strategic advice.

Demonstrated understanding of reconciliation and the role and impacts of the BCER in working collaboratively with First Nations in the stewardship of BC’s energy resources.

Financial Responsibilities:

This position makes recommendations regarding awarding contracts and resource requirements. The impact of regulatory decisions may involve high monetary value in the areas of conservation and protection of provincial royalty interest in oil and gas pools.
