The Nunavut Housing Corporation is an agency of the Government of Nunavut which serves the housing needs of one of the fastest growing and youngest populations in Canada. NHC’s mandate is to create, co-ordinate, and administer housing programs in order to provide fair access to a range of affordable housing options to families and individuals in Nunavut. NHC has recently launched The Nunavut 3000 Strategy, (www.igluliuqatigiingniq.ca) which is a collaboration between the government and its partners to deliver 3,000 new units across the housing continuum by 2030.
Are you a strategic human resources leader ready to shape the future of housing delivery in Nunavut? Reporting to the Vice President, Finance and Corporate Services, the Director, Human Resources is the recognized departmental authority and expert on the Government of Nunavut’s human resources policies, legislation, protocols and procedures, providing strategic leadership and direction for all human resource management functions across the Nunavut Housing Corporation (NHC) and the 25 Local Housing Organizations (LHOs) operating under management agreements with NHC.
Success in this role requires executive-level cross-cultural leadership and cultural safety, including a deep respect for Inuit culture and societal values and the ability to embed Inuit Qaujimajatuqangit into corporate HR strategy. It also requires the vision to lead organization-wide capacity building and workforce transformation, and the judgment to advise the President/CEO, Vice Presidents, and LHO Boards of Directors on the human resources dimensions of NHC’s most complex and highest-risk decisions. This is an opportunity to set the strategic direction for a workplace where people are supported, valued, and equipped to contribute to meaningful outcomes for Nunavut communities.

The key responsibilities of this position are:
Qualifications
The knowledge, skills, and abilities required for this role are typically acquired through the completion of a university degree in Human Resources Management or a related field, a minimum of six (6) years of recent and related human resources experience, and a minimum of five (5) years of progressive managerial experience.
Assets for this position include:

A professional designation as a Certified Human Resources Professional (CHRP or equivalent).

A proven track record of working effectively with public government and with Northern/Indigenous peoples and organizations.

Demonstrated experience developing and implementing Inuit Employment Plans (IEPs) and pre-employment training initiatives aligned with Article 23 of the Nunavut Agreement.

Significant experience in labour relations, collective bargaining preparation, and advising executive leadership on employee relations and disciplinary investigations.

Extensive experience leading organizational development, HR modernization, and workforce planning initiatives, including the implementation of HR information systems such as Oracle Fusion Cloud or similar enterprise HR platforms.

Fluency in more than one of Nunavut’s official languages.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
