The Opportunity

Reporting to the Compliance Manager, the Compliance Supervisor provides leadership and oversight to unionized Risk & Compliance Specialists. This role is responsible for supervising daily regulatory compliance activities across drinking water & wastewater systems.

Operating within a unionized environment, the Compliance Supervisor ensures consistent application of the Collective Agreement while supporting staff performance, development, and engagement. The role is primarily accountable for ensuring compliance with applicable Ontario legislation, including the Safe Drinking Water Act, Ontario Water Resources Act, Environmental Protection Act, and all relevant MECP requirements.

This position also leads quality management initiatives, including the implementation and continuous improvement of the Drinking Water Quality Management System (DWQMS) and Wastewater Quality Management System (WWQMS), while overseeing audits, reporting, and technical compliance guidance.

Key Responsibilities:

Supervision in a Unionized Environment:

  • Provide day to day supervision, direction, and technical guidance to Risk & Compliance Specialists in accordance with the collective agreement.
  • Assign work, set priorities, monitor completion of tasks, and ensure consistent application of policies, procedures, and QMS requirements.
  • Participate in recruitment, selection, onboarding, and training of team members.
  • Address performance concerns, attendance issues, or conduct matters within established HR and labour relations frameworks.
  • Support labour management relations by maintaining positive communication with union representatives and escalating concerns to management as appropriate.
  • Ensure compliance with applicable employment legislation (e.g., ESA, OHSA, Human Rights Code) and organizational policies.
  • Lead, coach, and develop direct reports.
  • Manage staff performance through the use of BambooHR, InnServices’ performance management system.
  • Foster a positive, respectful, and compliant work environment consistent with collective agreements and corporate policies.

Regulatory Compliance:

  • Oversee compliance activities related to MDWLs, DWWPs, ECAs, and MECP regulations.
  • Validate monitoring, sampling, and operational data collected and documented by unionized staff.
  • Coordinate reporting obligations, including Annual Reports, Summary Reports, AWQI responses, bypass reporting, and non-compliance notifications.
  • Review and prepare regulatory submissions, ensuring accuracy and timely compliance.

Quality Management Systems (DWQMS & WWQMS):

  • Support the implementation, maintenance, and continual improvement of the DWQMS and WWQMS.
  • Lead internal audits and coordinate corrective actions, preventive actions, and management review inputs.
  • Ensure procedures, forms, and operational documents remain accurate, current, and compliant.
  • Provide coaching and support to Risk & Compliance Specialists regarding QMS documentation requirements.

Operational & Technical Support:

  • Provide training and guidance on regulations, MECP expectations, and compliance requirements.
  • Participate in incident response, including AWQIs, bypass events, upsets, and emergency operations.
  • Support development of Operational Standard Operating Procedures (SOPs), risk assessments, contingency plans, and emergency response exercises.
  • Participate in cross-departmental problem solving and continuous improvement initiatives.

Data Management, Reporting & Analysis:

  • Oversee regulatory data management and ensure staff adhere to retention and documentation standards required by MECP.
  • Review and analyze water quality and wastewater process data to identify trends, deviations, and potential risks.
  • Prepare internal and external compliance reports for management, regulators, and stakeholders.

Stakeholder Relations:

  • Serve as a key point of contact during MECP inspections, internal/external audits, and other regulatory interactions.
  • Liaise with public health units, laboratories, consultants, and municipal partners as needed.
  • Support Board reports, public communications, and responses to compliance-related inquiries.
  • Oversee coordination of public education initiatives related to Water Conservation and Source Water Protection; participates in the related community outreach activities and public events as needed.
  • Other duties as assigned.

Qualifications & Core Capabilities:

  • Post-secondary education in Environmental Science, Engineering, Water/Wastewater Technology, or related field.
  • Experience with environmental lab works would be considered an asset.
  • 3–5 years of experience in municipal water/wastewater operations or compliance.
  • Experience working in a unionized environment is strongly preferred.
  • Strong knowledge of applicable legislations (SDWA, OWRA, EPA, OHSA) Training in QMS, auditing (DWQMS/ISO), or regulatory compliance is an asset.
  • Solid understanding of DWQMS and quality management principles.
  • MECP certification in water or wastewater disciplines is considered an asset.
  • Internal Auditor or QMS training/certification is an asset.
  • Valid Class G driver’s license
