The Opportunity

We are seeking an experienced and strategic Manager, Human Resources to lead the planning and delivery of comprehensive human resource management services across the organization. Reporting to the Director, Human Resources, the Manager is accountable for ensuring HR services are delivered efficiently, effectively, and consistently to both District and Corporate teams.

The Manager leads a team of HR professionals responsible for providing expert advice, guidance, and support within both unionized and non-unionized environments. This role plays a critical part in advancing organizational objectives through effective workforce strategies, employee relations, talent management, and continuous improvement of HR programs and services.

What you'll do

Responsibilities

  • Lead and oversee the delivery of comprehensive HR services, including recruitment and selection, workforce planning, performance management, talent management, employee and labour relations, compensation, employee engagement, and attendance and ability management.
  • Ensure HR programs and advisory services are delivered consistently, effectively, and in alignment with organizational goals.
  • Provide advice to management on a wide range of HR matters, identifying potential risks and recommending practical solutions.
  • Identify opportunities for continuous improvement and recommend innovative approaches to enhance HR services and support operational needs.
  • Manage and facilitate the resolution of grievances and highly sensitive matters, including investigations, discussions, mediation, and settlement negotiations.
  • Foster collaborative and productive relationships with union representatives and other key stakeholders.
  • Lead, mentor, coach, and develop a team of HR professionals to ensure high-quality service delivery and professional growth.
  • Promote diversity, equity, inclusion, and a healthy, respectful workplace culture.
  • Ensure compliance with applicable legislation, organizational policies, and collective agreements.

What you'll need

Qualifications

Must Have

  • University degree in Human Resources, Business Administration, Public Administration, or a related field; an equivalent combination of education and experience may be considered.
  • Several years of progressive senior human resources experience, preferably within a public sector and/or unionized environment.
  • Demonstrated experience leading collective bargaining, union relations, and HR process improvement initiatives.
  • Strong knowledge of labour relations, compensation, and disability management practices.
  • Experience leading teams, managing complex stakeholder relationships and exceptional communication, interpersonal, and problem-solving skills.
  • Experience leading HR technology implementations or upgrades.
  • Advanced use of spreadsheets, especially Microsoft Excel with strong analytical skills and experience creating HR reports and dashboards, tracking key HR metrics.

Nice to Have

  • Chartered Professional in Human Resources (CPHR) Designation.
