This employment opportunity is restricted to Government of Nunavut employees residing in Iqaluit only.
Reporting to the Director, Fiscal Policy, the Manager, Taxation and Insurance (Manager) works in Iqaluit and contributes to decisions that impact all GN departments and Nunavummiut in all 25 communities. The Manager is responsible for overseeing the collection of territorial taxes throughout the year from individual and corporate taxpayers in all communities as well as fostering a strong working relationship with the Canada Revenue Agency, which collects income taxes on the GN’s behalf, and for managing the agreement that formally establishes this partnership. The Manager is also responsible for developing tax policies and procedures to improve the administration of, and compliance with, Nunavut’s tax system, and communicating these policies and procedures appropriately. The Manager will be making decisions on several tax-related issues, recommending appropriate courses of action to senior management and the Minister when appropriate and contributing to other departmental and government initiatives as required.
Responsibilities
This position holds a high level of expectations from senior management, Cabinet and Nunavummiut. The Manager’s main responsibilities are but are not limited to:

Administering Nunavut’s tax system by overseeing the collection of tax revenues and related financial processes (recording, updating, auditing, rebating, correcting, etc.) as well as enforcing tax legislation, regulation and other rules in a fair, reasonable and professional manner, and responding to requests from the public on tax matters and representing the GN on legal matters relating to taxation.

Providing expert advice and analysis on issues related to taxes and insurance by identifying trends and events that could impact the tax system or insurance regulatory regime, preparing briefing notes and other information material for use in the Legislative Assembly, Requests for Decision, Legislative Proposals, and other documents as required.

Providing guidance to develop, mentor and motivate managers and employees and contributing to the department’s Business Planning process by ensuring the section meets its objectives and performs its duties effectively, within approved budgets, consistent with priorities, and in line with operational policies.
Carrying out administrative duties including controlling expenditures in accordance with legislation, policies, procedures and authorities, preparing variance analyses, spending forecasts and other budgeting exercises as required.
Qualifications
The knowledge, skills, and abilities required for this position are usually obtained through;

Degree in Public Finance, Public Administration, Economics, Business, Accounting or related field from a recognized institution, plus:

Three (3) years of relevant experience.

One (1) year of supervisory experience.

Assets include a post-graduate degree or professional designation in one of these fields (or related); Specific knowledge of accounting systems, database management, and/or auditing; and leadership experience, preferably in a financial or taxation role.
This is a Position of Trust and a satisfactory Criminal Record Check is required.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
