Salary:$83,312.49 – $94,991.51 – Permanent Full-Time, based on a 35-hour work week.
An additional 10.75% Job Family Market Multiplier will be added to the posted salary.
An additional 3% Location Allowance will be added to posted salary for northern location.

About the Job:

The Review Approval Resource Officer (Officer) provides management services, specialized support and technical expertise to project reviews and renders statutory decisions on industry proposals for complex oil and gas and other energy resources applications. The Officer holds delegated and designated approval authority under the Energy Resource Activities Act (ERAA) and its specific enactments. The incumbent assesses applications and ensures all legislative requirements and First Nations and stakeholder concerns are identified and addressed, as appropriate, prior to recommending the issuance of permits.

Responsibilities

Oversee and make statutory decisions:

Conduct complex reviews and decisions on applications for the issuance of permits in compliance with BCER statutory obligations of environmental protection, land use, forestry, resource conservation, engineering and First Nations partnerships.

Apply delegated approval authority on routine and complex permit applications for provincial energy resource activities.

Develop detailed decision rationales, reports, issue papers and briefing notes for the Commissioner, Board and Advisory Committee for appeal cases to further articulate recommendations, alternative solutions and statutory decisions tabled.

Conduct field visits on an as-needed basis to verify site conditions, assess the efficiency of permit conditions and to better understand stakeholder concerns.

May appear at Energy Resource Appeal Tribunal when rendered decisions are under appeal.

Coordinate and organize the methodological and administrative review of applications:

Assemble and assess consultation records and technical information.

Interact with other Ministries and Government Agencies, local Governments and the public to address and resolve application specific issues and/or potential concerns.

Liaise with staff responsible for First Nations Relations to identify and resolve application specific issues affecting First Nations treaty and/or related agreements.

Liaise and cooperate with staff responsible for compliance and enforcement activities, (BCER, Ministry of Forests, Ministry of Environment and Parks, WorkSafe BC, etc.) to support ongoing monitoring and enforcement activities for ensuring “approved” projects are implemented and managed in keeping with stipulated conditions of approval, etc.

Advise and coordinate reviews based on risk of non-performance and threats to public safety, health, resource and environmental values, reviewing non-routine applications and leading high profile and enhanced consultations with applicants and stakeholders to determine issues and appropriate approaches.

Administer the BCER’s statutory decision-making framework to ensure application reviews comply with evolving industry and regional needs as well as BCER authorities amid sector regulatory harmonization and government deregulation.

Analyze both proponent submissions and policy/technical submissions from government agencies or consultants to identify deficiencies and potential impacts in pre-application stages; negotiates, manages and recommends the resolution of such issues.

Summarize recommendations and refer those more substantive issues, concerns and contentious reviews requiring mitigation or additional mediation and study to the Director, Authorizations for further formal adjudication, hearing processes, decisions and binding agreements.

Perform advisory function and liaison for the BCER by:

Advise industry proponents, staff, the public, stakeholders, First Nations and related agencies on technical and policy issues and the adequacy/effectiveness of consultations, managing resolution through negotiation with affected parties.

Recommend changes to proponent consultation programs and the upgrading/resubmission of project applications.

Facilitate project committees and meetings, distributing pertinent technical documents and reports to involved parties and preparing summaries of committee information and decisions in accordance with application guidelines, policies and the BCER’s statutory obligations.

Track and analyze BCER permitting activity:

Contribute to department and multi-agency policy and regulatory initiatives, research interests and the development of responsive, consistent and appropriate operating procedures for the BCER project review.

Other related duties, including supervision of staff, as assigned.

Qualifications

Education:

A degree from a recognized post-secondary institution in a relevant field, such as Environmental, Land Use Planning or Resource Management and a minimum of three years of recent, related experience; or

A technical diploma from a recognized post-secondary institution in a relevant field, such as Environmental, Land Use Planning or Resource Management and a minimum of five years of recent related experience.

An equivalent combination of education, training, and work experience may be considered.

Experience:

Demonstrated experience in decision-making processes within a public sector, legislative, policy-oriented and operational environment.

Demonstrated experience in identification, assessment and evaluation of data/information required to support critical decision-making.

Demonstrated experience in environmental, economic and social impact assessments related to project review and delivery.

Demonstrated experience in the co-ordination of diverse working groups to complete project requirements.

Demonstrated oil and gas industry field operational experience.
